Inhibit has been moved to gnome session, away from gnome power manager. gnome-power-manager-inhibit.py is no longer included in the gnome-power- manager package [1], so this won't be fixed. Thanks for the report, it actually helped point out that the inhibit applet was broken upstream as well, and it is currently being fixed.
