Well, it really needs to be fixed in X.org (the XBACKLIGHT extension), in hal, DevKit, or anywhere else there is simply no way to get it right (if you consider multi-monitor setups, xrandr configurations, etc., and also the fact that X.org _also_ controls the backlight in some way).
