Here is a workaround.

~$ gconf-editor

Go to:
/apps/panel/applets/clock_screen0/prefs/cities and edit the key.
On the 'Edit Key' window you will see values for your cities, select the one 
you want to change and click 'Edit'.

Here is a before and after example of my string.
Before:
<location name="Shannon" timezone="Europe/Dublin" latitude="52.700001" 
longitude="-8.916667" code="EINN" current="true"/>

After:
<location name="Galway" timezone="Europe/Dublin" latitude="52.700001" 
longitude="-8.916667" code="EINN" current="true"/>

So basically just change the name of the location. After doing this the name 
shows what I want it to show and it is still updating the weather.
Note: Make sure the city was added first the normal way using the location name 
which is auto-populated with supported weather locations. Just chose a location 
near to you.
