epiphany itself won't use /dev/dsp or another sound device directly. This must be caused by a plugin you use. Could you tell us which plugins you use except the flash one?
And it could very well be that the flash plugin uses /dev/dsp but doesn't release it anymore. Whether your soundcard supports more than one app using it at the same time or not is hardware and driver related and at least for the apple ppc soundcards it's not supported at all AFAIK.
