I think the new GDM is more accessible and perhaps better at dealing with keyboard layouts and different locales, but a simple GUI tool as Dean Loros described should be implemented.
Now, the following is strictly wishlist, because I develop artwork for GNOME/Ubuntu, so it affects me and possibly other users: The simple GUI should let you choose icon and GTK themes, as well as the background.
