I have a similar problem when playing OGG streams and after hunting
around also came across this thread:

Apologies if I'm wrong, but this appears to be the same issue. The bug
is solved (sorta), but involves using decodebin2 instead of decodebin
(w/ crossfading) and when it becomes stable, playbin2 instead of playbin
(w/out crossfading). GStreamer seems to use decodebin and playbin in
Intrepid - my case.

Looking through your debug.txt posted above, I notice that you're still
using decodebin rather than decodebin2 as well, which indicates that the
solution hasn't made it's way into Jaunty yet.
