this bug only occurs when compiz visual effects are enabled. to reproduce:
1) enable compiz visual effects
2) position a window toward the bottom of the screen
3) grab the title bar of the window and move the mouse as fast as you can to
the top of the screen
4) you will now see that the title bar is hidden underneath the gnome panel at
the top
5) an average user will not have any idea of how to move this window. it is
stuck on the desktop for all intensive purposes!
