OK, I've found an extra twist to this problem: I'm on a Dell Latitude D620 in a docking station. The option does get partially applied, but it only works with the built-in keyboard. The setting does not get applied to the external USB keyboard that I use most of the time, until I go into the options as described.
At the console, 'showkey' shows keycode 100 press/release for the right- alt key on either keyboard.
