Here, with the proprietary Nvidia driver, color balance works fine with totem-gstreamer if the Video sink is set to "autodetect" in gstreamer properties.
If you manually set the sink to "No Xv", then I can confirm that color balance will have no effect. I confirm and set this as a minor bug because not everyone wants to change the Sink to No Xv.
