Is this really a bug?

If a 11x3072 image is scaled to fit in 128x128, you would scale down by
3072/128 = 24 times.

In the other axis, 11 / 24 = .45 pixels.

I imagine that some apps fail to generate thumbnails if one axis is
smaller than 1.0 pixels. Others might cut off at 0.5 pixels. You can't
have a 0x128 image, after all.
