Hello. You have points where I agree with you. The situation happens to be the same with KDM too: "the present system can quite easily leave a non- expert user stranded on a blank tty with a flashing cursor".
Also, I agree that "there should be a consistent behaviour (return to login screen) when a user logs out, regardless of whether someone else is logged in". The conclusion stands that login managers could use some love. I believe, however, that the functionality can be implemented also with the current systematic, and that it is a matter of taste, whether it should be implemented by reserving a tty to the login manager or not. It may be conceptually simpler the way you suggest, or it may be simpler codewise to just improve on what exists - I don't really know.
