How to change layout: 1. Open "Add to panel" in panel context menu, add "Keyboard indicator applet" to the panel. 2. Open "Keyboard Preferences" of the applet, choose "Layouts" tab. 3. Touch "Add" button and then choose either "Russian Federation" in "By country" or "Russian" in "By language" tab.
