I was kinda tilted to thinking in that direction after seeing this bug upstream:

I guess what you mean is that that bug refers to another distro, where
gdm uses iso-codes, and it doesn't apply to Ubuntu yet.

In that case, i'm in the dark on this bug here then. Just to re-iterate the 
earlier discussions, crh is missing in the following places:
1. /etc/gdm/locale.conf
2. /usr/share/language-selector/data
3. /usr/share/locale/

Perhaps the 1st step towards fixing gdm languages list issue should be
ensuring that it's present in the above locations.
