Public bug reported:

To reproduce - position the notification area on a bottom panel, then
for instance complete a system update with update-manager that generates
a message (eg restart firefox) as well as a restart warning.

Results: The underneath/first bubble is drawn correctly. The above
bubble is drawn lower  down on the screen than the underneath one, and
consequently covers part of the panel. In addition, because the 'pointy
bit' of the bubble seems to be drawn to the edge of the panel nearest
the notification icon, it cuts into the bubble shape rather than growing
out of it in order to reach the edge of the panel.

Expected result: Draw the second/overlapping bubble above the first, or
more generally, away from the whichever edge of the screen the panel is.

This may be related to #46641 and be connected to the fact that my
notification area is on a bottom edge panel (unconfirmed).
