Ok appologies... I've found that I am able to turn off the french keyboard, I didn't think that I would be able to!
this has solved the problem! having it available in the list of layouts completely throws the system. Just remove the one that you don't need, that should solve things for everyone? sorry for the previous rant..... Question however... if someone has a "double headded" setup (or a uses an ubuntu system as thin layer for multiple simultaneous users), and different users want to use different keyboard layouts will this cause them problems?
