I can confirm this, except that it happens on all menus if the following requirements are met:
1. the sub-menu must have items in it 2. the items in the sub-menu must not be active If these 2 are given, the tag removes itself. You can try with the (by default deactivated) entries "Debian" and "Education". They are empty and when tagged remain active. "System tools" and "Other", both having no active sub-entries, will lose tag shortly after activation. If you activate sub-entry, the tag will stay.
