Upstream bugs are those bugs which affect every distribution. Ubuntu-
specific bugs would only affect Ubuntu. You can report all bugs here on
launchpad, experienced users will sort out what is an upstream issue and
what is ubuntu-specific.
Anyway, do you still experience this problem? I just tried with Jaunty
