When attempting to define a default theme in /etc/gtk-2.0/gtkrc the
settings are ignored. However, when I rename the files to
/etc/gtk-2.0/gtkrc.32 the setting is accepted.  The contents of my
gtkrc.32 is:

gtk-theme-name = "Inverted"

The code in the patch appears to suggest the old gtkrc filename should
still be valid, and the expected behavior is to allow the user to
continue using the gtkrc filename.
