I apparently also have this problem - the mail server is Novell NetMail, over IMAP, for me. Some emails (that I know are HTML ones) the entire message shows up as the MIME-encoded text (aka, I can't see any readable text) whereas others the attachment just shows up like this after the email. It works fine for me on Apple Mail.app in OS X 10.5. I use Intrepid AMD64, this was a problem in Hardy, and I think in Feisty and Gutsy too. (Can't remember when it last worked all the time, though it used to work some of the time.)
