Damian, yes, you can delete ~/.config/monitors.xml, but that's not easily discoverable. A change made by one interface (the Screen Resolution app) is not revertible via that same interface--not even by logging in in failsafe mode (see bug 305604). By any definition, the user interface is broken. There is no conceivable reason for this kind of configuration tool to allow you to easily and accidentally make your session unusable.
Furthermore, if users seem to keep running into the same problem, the fault most likely doesn't lie with the users, but with the system that makes the failure-path the most simple and obvious one.
