For the record: At this point, I think the best thing to do is to make sure that the libsilc package is fixed upstream to actually include contents while still fixing the soname issue. If that's done, it'll surely be synced to Ubuntu, and then you can presumably request Gaim to be built with libsilc support (which might require libsilc getting into main if it's not already).
