The blank line could be a feature if you don't want to keep an user listed.
It should probably give some indication that it's not accepting the user, feel
free to open a bug about that
Using the box to list all the users does update immediatly, so no need to press
the button, though the logic seems to be somewhat reversed after using it.
Maybe it would be consistent to use the button for it too. Feel free to open a
bug about that
I'm closing the bug as rejected since there original bug you described
is not a bug and it would be rather confusing to use it now for the UI
issues you described but feel free to open differents bugs for them
