Binary package hint: yelp

When telling beginners to RTFM the most obvious and direct access is the
Ubuntu Help Center but currently it doesn't cover a lot of available
documentation included with packages.  For example, London Law
(londonlaw) doesn't show up at all in the search results as it doesn't
have a man page (obviously a separate bug).  It does have a manual in
/usr/share/doc/londonlaw but this file doesn't show up in the search
results so the user won't know it exists.  Yelp 2.24.0 on Intrepid
(Hardy also).
