the problem remains in Ubuntu 8.10 it may be a little different: display is not dimmed (backlit intensity not changed) nor with external power, or when on battery.
additional info: Backlit intensity is controllable via hotkeys, but the animated bar has different amount of steps than the electronic controller, so the "progress bar" proceeds several steps after the maximum intensity is reached.
