Hmmm .... I can: (1) change the desktop background, to a brand new file, manually by editing .gconf/desktop/gnome/background/%gconf.xml (2) change the background to a new file in another login using gnome-appearance-properties.
I can't see any difference in the file permissions between the two login's .gconf directories or any (pertinent) paths beneath it. So, there is some other difference ...
