I can reproduce the bug, but not only with cheese, as Filippo said. The
thing is, camera seems to work very slow, I mean, if I start gstreamer-
properties and click test input video in video tab, it takes about a
minute for video to appear, regardless I started cheese before, or not.
Ekiga, Kopete, closed source Skype work flawlessly. Also uvcvideo
itself. I think, the problem is in gstreamer, or may be other framework
(pulseaudio? however its not related at all). Anyway, if Ekiga,Kopete
and KDE does not use gstreamer, and can handle camera correctly, then
problem seem to be in gstreamer itself, not in Cheese which just uses
gstreamer as resource.

Thanks!

P.S. I'm not a developer, and may think wrong
