OK, I have a Dell Inspiron 6400 (UK MM01) model, and I am seeing the same issues only with these keys:
fn+F1, fn+F2, fn+F8. ...no release is registered. So this Dell bug seems to affect different models in different ways. I look forward to this kernel upgrade so I can get standby and wireless keys to work again without having to fudge it up in Fluxbox menu.
