I've just upgraded from Ubuntu 8.04 to 8.10 and whenever I try to
shutdown or restart via System -> Shutdown a window appears which says:

"System policy prevents restarting the system when other users are
logged in." (It says something similar when I press shutdown.)

And then I have to enter my password.

If I log out and then shutdown or restart I'm not asked for a password.
