I'm having this problem as well on 8.04.1, and I had it on Gutsy and Feisty as well. It doesn't actually seem to _change_ the disk and network activity levels (I'm downloading the 8.10 rc right now via bittorrent, and the speed remains the same when I'm moving my cursor on top of it), but it gives the user the idea that the speed collapses.
