Zachs - Your above monitoring of the session bus (comment 4) won't work because you were monitoring for signals instead of method calls. Could you please try to see if this is still an issue in the latest Intrepid Beta. You should be able to test this using the live CD.
If it is, then please try the following. Open up a terminal and run 'dbus-monitor --system'. Open up a second terminal and run 'dbus-monitor --session'. Then try to control the brightness using the panel applet, and post the dbus activity here (as attachments). This should hopefully give some indication of where the problem is.
