You have been subscribed to a public bug: When switching fast between windows using gnome-panel, the system tends to lock up completely.
Alt-tab, ctrl-alt-backspace, ctrl-alt-del, do not work. The mouse still moves but Alt-SysReq, R, S, E, I, U, B is the only way to reboot (without hitting the switch). I have tried opening gnome-panel in a terminal to check the output when it freezes, but it either outputs nothing, or the system freezes before the output is written so that it seems that nothing is displayed.
