You have been subscribed to a public bug:

When switching fast between windows using gnome-panel, the system tends
to lock up completely.

Alt-tab, ctrl-alt-backspace, ctrl-alt-del, do not work.
The mouse still moves but Alt-SysReq, R, S, E, I, U, B is the only way to
reboot (without hitting the switch).

I have tried opening gnome-panel in a terminal to check the output when
it freezes, but it either outputs nothing, or the system freezes before
the output is written so that it seems that nothing is displayed.

This is in Ubuntu hardy (development branch) 8.04

This seems similar to Bug #62747 but that was sorted last year, and it
seems that it happens more often, and only when switching windows.

** Affects: gnome-panel (Ubuntu)
     Importance: Undecided
