wheezer.. a few posts above mention a couple of things you have to do. Maybe you just didn't mention them all when listing what you had done. If you didn't do them it might be worth doing them in order, and then test and see if it returns. This was posted by Blempis.
Solution (which is surely not intuitive) was this already mentioned one: " 1. Go to System > Preferences > Accessibility > Keyboard Accessibility 2. Select [x] Enable keyboard accessibility features 3.
