With the manual installed and when choosing, via menu:
"Help" / and "Help" again ----- nothing happens on the GUI/end-user
level.
Run from command line the following output is returned:
:~$ gimp
This is a development version of GIMP. Debug messages may appear here.
mapped '<Toolbox>/Xtns/Misc' to '<Image>/File/New/Misc'
mapped '<Toolbox>/Xtns/Photo' to '<Image>/Filters/Extensions/Photo'

The output also varies the "help: no#" when run again as another instance:
