Went into "User Settings", choosed a user and opened "Properties". In the tab "User Privileges" it looks like one can actually change the settings (which is confusing). The real annoying thing is - if I get that I have to unlock first I cannot do this in the dialog right away. I have to close the "Properties" dialog, hit the Unlock button, enter the Password, hit ok, open "Properties" again, go to tab "User Privileges" again and start editing.
