cups now supports restricting printer users. In /etc/cups/printers.conf, you 
can use 'AllowUser', 'DenyGroup', etc. to configure the set of users which are 
allowed to use this particular printer. You can also configure this with the 
web interface.

However, gnome-cups-manager does not offer a GUI for that yet, thus I change 
the package name.
