After a fresh installation I tried to mount a luks encrypted external
USB drive.  gnome loads the passphrase prompt display but then fails to
mount because cryptsetup is not installed.  Perhaps the gnome mount
system should suggest "The cryptsetup tool is required to mount this
drive.  Would you like to install it?"

After manually installing cryptsetup the system works as expected.
