This bug belongs to the gnome-volume-control, not to gnome-volume-
manager. So the title of this Bug is wrong.

But I have exactly the same problem. The gnome-volume-control on my
system shows the same behavior. But it seems that the bug isn't in the
gnome-media package, because this is a problem that seems to be
exclusively with USB audio output. This let guess, that the bug is in
the underlying code (gstreamer or alsa code).
