With the latest evolution-data-server 2.22.2-0ubuntu2 I get a similar behaviour as described above.
To debug it I did the following: 1. evolution --force-shutdown 2. GROUPWISE_DEBUG=1 /usr/lib/evolution/evolution-data-server-2.22 3.
