I think the problem was caused by an older version of Tango I found in /usr/share/icons that conflicted with this tango-icon-theme package. After deleting both tango installations and reinstalling tango-icon- theme I no longer had the problem. I had installed Tango 0.6.3 before ubuntulooks was released as part of Dapper.
