I just made a fresh 8.04 install, and discovered this with a default language of Japanese and a USA/Dvorak layout (only one keyboard layout).
Adding a USA/Default layout and moving it up and down and clicking on the default buttons doesn't help. And the picture of the layout doesn't show a backslash/pipe key either.
