As reported in the duplicate bugs, the biggest problem is maybe that there is no progress/busy indication, so the user thinks something is wrong or keep clicking Add Printer.
My own investigation tells me that it is the communication with the cups server, downloading lists of all printer drivers and so on, that takes so much time. With up to date dapper on a dual core 3.0 GHz with 2GB RAM it took almost 20 seconds on the first try today.
