If upstream aren't interested and we implement this, we end up with an extra set of patches for the GIMP which have to be applied every time we sync with upstream. It's all extra work for the maintainers, so we need a reasonable 'excuse' to go down that path. If you can provide one, then I'll be _more_ than happy to re-open the bug! However, if you have several ideas on how we could improve the GIMP with regards to plugins or Photoshop-compatibility, maybe you could write a spec?
