to begin with, the driver i am using is the april 2008 binary driver
from ATI. ( which supports compiz fusion. ), with this said, i'll give
steps under the assumption that the compiz capable driver has been
installed.

1) open up the appearance preferences.
2) under the visual effects tab, make sure it is currently set to none.
3) open up the System monitor ( i did this by adding it to the upper panel, and 
 single clicking the cpu usage bar)
4) compare the appearance of the system monitor to the rest of the system... 
it's clearly different.
5) change themes, to name a few effected themes, Human, Clearlooks, glossy, 
High contrast inverse and mist are effected, to name a few.
6) enable compiz again, and compare again ( it should appear properly this time 
)
