I'm sorry but you don't understand the issue at all. Please take a look at the mockup above. There is NO "Preferences" button. I am (we are) talking ONLY about the "Custom" option in the Visual Effects tab.
We do NOT want simple-ccsm installed by default -- having simple-ccsm installed should ONLY make the "Preferences" button appear. It just doesn't make any sense that the availability of the "Custom" option depends on simple-ccsm, because there is always the possibility to configure Compiz via gconf (or ccsm). As you can see, the only difference is in the "Preferences" button.
