I am experiencing exactly the same issue as Dagfinn Ilmari Mannsåker. How can I see my XKB rules? What other information can I provide that could be helpful?
One additional small observation: Under gutsy, switching worked by pressing and holding the right Alt key (Alt Gr) and subsequently pressing the left Alt key. Under hardy, this is reversed, i.e. I need to press and hold the left Alt key, then press the right Alt key.
