fwiw I have the same behaviour here in vanilla ubuntu 7.10 desktop, with another note: if you go into proper fullscreen presentation mode by hitting f5, then press f11 you end up back in windowed mode, but with the buttons at the top of the window to start presentation or leave fullscreen. If you then press f11 again, you stay in windowed mode, the buttons disappear and you get your menu bar back.
I have unix experience but am a gnome/ubuntu newbie, let me know if I can provide any more useful info.
