Actually I found in bug #39448 that all options are configurable in gconf-editor. (Kudos to the gnome-power-manager guys).
In gnome-power-manager-> lock there is a key use_screen_saver_settings, which is default 'true' in Debian. IMHO this is the sane value, the user can choose if he/she wants to lock the screen after resuming from gnome- screensaver/gnome-power-manager. Now in Hardy Heron RC the default is to always lock the screen when resuming from suspend, with no place for average user to find this or change this behaviour. I have no problem with a default setting in gnome-screensaver for locking the screen, but the 'magic' value 'lock screen' for gnome- powermanagement is not very helpful. And if you are OK with locking the screen after the gnome-screensaver you are usually also OK with locking the screen after a suspend and vice-versa.
