I see this bug as well in Hardy i386 beta (up to date) on a desktop computer. I posted about it here: http://ubuntuforums.org/showthread.php?p=4599879#post4599879 At that post another person said it did not happen in earlier versions.
Even using the keyboard layout utility to assign the capslock light as the alternative layout indicator didn't make it stop responding to the capslock key.
