My IBM T42 also dims when AC power is unplugged and then dims again when AC power is restored. When it hits the minimum setting, plugging in then brings brightness up one level. It's like it doesn't know the current setting, because if I max the brightness before plugging in it goes to the same, lower value as before (one up from zero).
