It's not a suggestion for changing the defaults -- the original text was a bit
unclear. The suggestion is to change the default installation to support
accessibility. As far as I know that's on topic for the bug tracker.
If you're speaking for the desktop team and would rather have some discussion
elsewhere that's ok with me.
